Our Story
Top Gun Aviation, Inc. is a two-generation family-owned business founded by Tom Rouch after a 26-year career in the Air Force achieving the rank of Chief Master Sergeant, his last duty was as Line Chief of the B-52 Sac wing at Mather Air Force Base. After retiring, Tom went on to work for Performance Aircraft, a Mooney service center in Hayward — and that's where his love for Mooneys began. When Performance Aircraft closed, he opened the doors of Top Gun Aviation, Inc. at Stockton Metropolitan Airport (SCK) in September 1989, building a full-service FAA-certified maintenance facility trusted by pilots throughout Northern California.
Knowing he'd need help running the business, Tom asked his son Mark Rouch to join him. Mark started on the floor as a mechanic while earning his A&P license, and — always dreaming of flight — earned his Private Pilot's license through evening flight instruction while wrenching during the day. After years of learning Mooneys and other GA aircraft inside and out, Mark earned his IA license and took on the role of Director of Maintenance. As a factory-certified Mooney service center, Top Gun Aviation brings over 35 years of hands-on Mooney experience to every aircraft — from the classic M20 series to the modern Acclaim Ultra. When Tom retired, he handed the controls over to Mark to carry the business forward.
Certifications & Credentials
FAA Airframe & Powerplant (A&P)
Our mechanics hold FAA A&P certificates, authorizing them to perform maintenance and repairs on airframes and powerplants.
Inspection Authorization (IA)
Our IA-certified mechanics are authorized to perform annual inspections and return aircraft to service in accordance with FAA regulations.
Factory-Certified Mooney Service Center
Top Gun Aviation is an authorized Mooney factory service center, trained and certified to maintain the full Mooney aircraft line.
Authorized Parts Dealer
We are authorized dealers for J.P. Instruments, Electronics International, PowerFlow Exhaust, and Mid-Continent Instruments.
